Proposal to Create ETH Gnosis Safe Multi Sig Wallet

Proposal 01-24-23. Based on the DAO community call, the members have discovered that the DAO may come into possession of assets that are not compatible with the Colony framework. These may include NFT's and or tokens that are not on the Gnosis chain.

This proposal is to created to establish a multi signature wallet, whereby the DAO members that have obtained L2 status or higher all become signatories. The configuration of the wallet will initially be set up to require a 51% or greater majority to authorize a transaction. (i.e. 5/9) signatures.

A test multi sig wallet has be created and populated with current L2 or higher members as of this writing. It can be viewed at https://app.safe.global/eth:0xecf0990a1B5f35AACE922423b5178cfbbcf91480/home The wallet has a be funded with 10 DAI for testing purposes if needed. If adopted, after discussion, a formal proposal will be put forth on Colony.
