Mint and Distribute 1,000,000 EPOCH to vEPOCH holders

This proposal (if passed) will mint 1,000,000 EPOCH and distribute this to vEPOCH holders via the vEPOCH rewards mechanism.

Reminder: Rewards are distributed based on proportional ownership/balances of vEPOCH. This means if a user holds 5% of all vEPOCH in existence at the time of execution, they will receive 50,000 EPOCH tokens which will be claimable.
