EPOCH Deployment: Initialise Pool and deploy vEPOCH

This proposal will:

1. Perform the necessary approvals and initialise the Balancer WeightedPool
2. Deploy vEPOCH contract
3. Initialise the EpochAirdrop contract and transfer the necessary EPOCH tokens into the contract
4. Burn the remaining 14,049,969.4 tokens from Epoch DAO leaving the Epoch DAO wallet with 0 EPOCH

Additional Information:

Transaction 1: Approve 8000 EPOCH for spending against Balancer Vault

Transaction 2: Approve 0.010526315789473700 WETH for spending against Balancer Vault

Transaction 3: Initialise WeightedPool (set swap fee to 5%)

Transaction 4: Deploy vEPOCH contract

Transaction 5: Initialise the EpochAirdrop contract. The start date will have a unix timestamp of 1700496000, ending timestamp of 1707840000.

Transaction 6: Transfer 85,942,030.6 tokens into the EpochAirdrop contract

Transaction 7: Burn the remaining 14,049,969.4 tokens from Epoch DAO leaving the Epoch DAO wallet with 0 EPOCH.
