Distribute tokens to Moai Labs for 2024 Q1 Research, Development, and Operations

Context: Moai Labs is a web3 development agency.

Over the last 3 months Moai Labs has been researching, iterating, and developing a new system for Epoch Island with the goals of:

• Use ETH to enter the Epoch Island ecosystem
• Epoch Identity
• Voting power linked to Identity
• Sponsor Codes to enable referral flywheel
• Generating more revenue and more liquidity to Epoch Island
• Creating "builders economy" infrastructure

Moai Labs research & development has included:

• Smart contracts for Visas and Passports, 3 versions with partial testing
• Balancer pools: managed pools, price impacts and math on swaps and liquidity scenarios
• Passport send ETH with no transaction
• vEPOCH migration paths, many versions and approaches
• Epoch Island backend code, leaderboard
• Subgraph indexers and redundancy research
• ITO front end
• Stop Getting Rekt dApp
• Epoch Passport pages UI, Analytics, and Pledge dApp section

Moai Labs has facilitated events:

• 4 new beta events for dapp testing protocol development feedback
• Assemblies every other Friday for Epoch Island.
• 100+ private meetings with Elders and industry experts to get feedback on development efforts and future strategies.

Moai Labs is requesting the following tokens:

• 1.9million EPOCH to be minted and sent to Moai Labs (to be self-streamed via Sablier over 60 days)
• 2,127.04 USDC from the Epoch Island treasury
• 10.5 ETH from the Epoch Island treasury

The tokens requested in this proposal is for compensation to Moai Labs for all work provided over the last 3 months.

Special thanks to the Epoch Island community who helped give feedback to this as a sentiment check in the discord sentiment-checks channel before being posted here as a proposal and for suggesting to mint less EPOCH in favor of being paid from treasury ETH + USDC instead.
