EMERGENCY VOTE: Should Shell establish a community DAO to receive and administer airdrops from other projects?

This is a toucan vote to determine whether the Shell community should establish a DAO titled ShellDrop DAO to receive airdrops from other projects and allow the Shell community to propose and approve airdrop administration with a vote weighting of one vote per Toucan.
