EOD-1: Align DAO to sprint schedule

Align the DAO to sprints that last 2 weeks, starting 4-3-2023.

Work delivered by the War Council, War Band, Working groups, Guilds, etc. will be in 2-week sprints. Sprints will start every 2 weeks, on a Monday.

All DAO meetings will occur on each sprint start (once every other week, aligned on Mondays)
