This is a temperature check, to see how the community feels about taking over EtherOrcs Development, funding, operations, etc.

This is not the official vote, but one to gauge if the community would be in favor of actively pursuing this course of action.

If the community votes in favor of this course of action, additional documentation will need to be collected, orchestrated, and shared at large within the community for full transparency.
