Reward devs, past and future, who organize monthly donut distributions

Approve the awarding of donuts to individuals who organized monthly donut distributions in the past, and to create a recurring Donut Initiative for the monthly donut distribution organization moving forward.

I'd suggest 25K donuts per donut distribution, only because that is already 2.5% of the monthly donut issuance, and any higher could be an unreasonably large share of that monthly issuance. Hopefully donuts will appreciate from here so that that monthly award comes to be worth something appreciable.

The awards would be as followed:

The 550K donuts for past distribution work would come out from the 1.9 million donuts currently in the Community Treasury.

Moving forward, the 25K donuts would come out of the 150,000 Donuts awarded monthly to the Community Treasury.
