The goal of this proposal is to incentivize quality comments on posts and in the daily thread by increasing the amount of donuts rewarded for comments per distribution. My last proposal created a post karma threshold of no less than 1000 that must be met before becoming eligible to register for donuts. This blocks most bot/alt accounts from coordinating upvotes on comments to take a large portion of the distribution from honest users.

1.) We receive on average 50k donuts per month from Pay2post fees. I propose we specifically allocate those donuts to the community treasury. As r/ethtrader grows and more donut registered users create content for posts, pay2post fees will increase over time thus growing the funds in the treasury.
2.) To increase donuts awarded to registered users I propose we take 50K donuts from the 255k community funds treasury tax and reallocate those donuts to be awarded for comments. Keep in mind the pay2post fees will cover the cut to the donut tax (currently the donut tax is approximately 12%) The new donut tax would be roughly 10%, saving registered users 2% a month on tax without sacrificing funds to the treasury.
3.) Many users spam 1 donut tips to farm donuts out of the 170k awarded for tipping. I propose we take 50k donuts from the 170k and allocate those to comment rewards.

The final reason for this poll is to burn the 100k donuts earned from banned users. This will help the economy of $DONUT by removing them from circulating supply.
