[Governance Poll] Update flair multipliers to better suit the T2V system

Current Situation Last round a proposal passed to completely overhaul the rewards system, by switching to Tip 2 Vote

This completely changes the sub in terms of how rewards are earned, effectively only being rewarded by those already involved in the DONUT community. This means rewards are no longer impacted by users not involved to EthTrader with a registered wallet.

Proposal Adjust the following reward multipliers from x0.1 up to x0.25

Media Comedy

Comedy

Reasoning Currently at x0.1 this requires 25 fully weighted tips from users. By and large, this is not going to cover Pay2Post fees unless we see a drastic increase in active users. Buffing those posts from 0.1x to 0.25x will mean those posts require 10 fully weighted votes to cover Pay2Post fee - given the popularity of these types of posts, that can be achieved for the greater quality content, but not so easy that lesser quality content is rewarded heavily

Keep in mind, in addition to the reward from the tip, the tip itself also helps cover the fees too post, and reward users for their contributions - so if users see a post that they really found humorous or relatable, you can tip more than 1 DONUT to the poster to show your appreciation.

After looking through some recent comedy posts, it appears they are gaining an average range of 8-14 fully weighted tips.

The goal of this change is to help restore a healthier balance of variety of content published within the sub.

Clarification In the scenario of two similar proposals both being supported, with conflicting implementation, the proposal with a greater percentage of support will be implemented.

PRO Improve the balance of rewards relative to the cost of submitting Self-Story, Media and Comedy posts.
