KLIMA/USDC Pool USDC Borrow Limit increase

KLIMA USDC pool continues to be at maximum borrow limit for usdc (currently 800,000).

The pool continues to generate good revenue in terms of emission rewards and the KLIMA token continues to support the ecosystem with significant bribes.

USDC utilisation is currently at 72.5% with approximately 6M USDC available to be lent. I therefore proposed a selection of options on how much to increase the lending to the pool.

A - 800k -> 1.2M B - 800k -> 1.5M C - 800k -> 2M

In each case the asset is likely to become fully utilised, both enhancing EXTRA revenue generation via increased Aero Emissions and higher borrow fees.
