[GB/WETH][WETH/WELS][OVN/USD+] Higher yields for veExtra holder

As more boost for extra coin, there should be more attractive offers to encourage people to hold.

There are high yield lps without the vextra boost that already surpasse the boosted high yield lp.

Ideally, there should a mechanisim to automatically enable vExtra boost for new high yield pools.

If that's not the case for technical reasons, I do belive those pools [GB/WETH][WETH/WELS][OVN/USD+] ( on possibly others ) should offer more benefits to EXTRA holers.

The option of unlocking higher yield is attractive for veExtra investors and should be updated with the trending high yield new lps.
