Increase USDC borrow limit on sAMMV2-USDC/STAR
As demand for the pool sAMMV2-USDC/STAR on the base network is pretty high, I would propose increasing the hard cap of 1M USDC borrowing.
The pool is one of the most interesting stables with STAR being a solid token.
