Increase stable pools borrow rate to X7 for premium users

Hello community,

For the sake of the protocol coin value Extra, I would like to propose the increase of premium borrow rate to X7 for several stable pools.

Stable pools farming is one of the key values of the protocol as many users would like to avoid both risk and impermanent loss.

The argument is that the higher borrow rate will be appealing for more users to hold more than 10k veExtra, furthermore increasing the value of EXTRA coin.
