Increase WETH allocation to 400 WETH on GB-WETH

With RWA projects being a narrative this cycle, we should support GrandBase which has recently launched their V3 testnet app. I propose we allocate an extra 200 weth to the pool allowing farmers who are in the green to borrow more, and lenders of WETH to get a higher APY.
