WELS/WETH increased borrowing of WETH on the pool

Currently WELS is at maximum borrow capacity for the token WETH and WELS. The pair continues to always bribe and get decent allocation of AERO. WETH utilization is currently at 47.4% and could easily be significantly higher.

This project also stands to benefits the Extra community by getting a larger proporition of AERO emissions into the protocol if more lending was unlocked.

There are 3 proposed increases to the allocation of WETH to the pool.

1 - 350 -> 500 WETH 2 - 350 -> 600 WETH 3 - 350 -> 700 WETH
