Increase AERO max Borrow for USDC/AERO to $13,000,000 on Base

I would like to propose increasing the AERO Credit Limit (vAMMV2-USDC/AERO) from $12,000,000 to $13,000,000 on the Base network. In order for farmers to be able to increase their positions and for lenders to earn higher APY thanks to higher utilization, I would like to propose increasing the limit to $13,000,000. As the current lent amount is $14,565,284 at the time of writing, this limit should suffice.
