If feasible, add CL pools for stable-stable pairs on Optimism (Velodrome) to farming options

There appears to be significant interest in Velodrome's CL pools. A CL can offer significantly higher APR and lower impairment loss compared to an sAMM or vAMM for the same pair.

In CL, the liquidity providers (LPs) choose a specific range to provide liquidity, and for some pairs those ranges have be adjusted frequently to realize the advertised APR. Constant babysitting is probably outside the capability of Extrafi for now. But ranges for stable-stable pairs (sAMM pools) may require less maintenance than for other pairs, and they offer very lucrative APR with negligible risk of impairment loss. Here are some examples of AP difference in sAMM pools vs CL pools for stable-stable pairs on Velodrome:

USDC/USDC sAMM: 18.24% CL: 39.58%

USDC/USDT sAMM: 7.38% CL: 133.1%

USDC/sUSD sAMM: 5.24% and 6.17% CL: 322.86%

USDC/DAI sAMM: 1.28% CL: 140.2%

USDC/LUSD sAMM: 5.09% CL: 450%

There are three proposals described, below. They will be submitted separately for up/down vote.

Proposal #1: If feasible to maintain ranges, add CL for new stable/stable pairs. Determine if it is feasible to set and maintain ranges in CL pools for stable coin pairs. If so, add CL stable pairs to farming options for pairs that are currently not available at Extrafi - USDC/DAI, USDC/LUSD, and USDC/sDAI.

Proposal #2: If feasible to maintain ranges, put under performing sAMM pools under review. If feasible to set and maintain ranges in CL pools, then identify current stable pairs offered by Extrafi where the APR 7d sma is < 10% and put those pools "under review" - which would be a vote on whether to replace the sAMM with the CL version. If we realize even 50% of the APR that is advertised in these CL pools then the returns should be much higher for the community.

Velodrome's roadmap includes intent to release tools to automatically manage ranges in CL. That may make it feasible for Extrafi to offer CL for non-stable/stable pairs.

Proposal #3: Consider non-stable pairs if/when feasible. If and when Velodrome releases tools to automatically manage ranges in CL, consider adding non-stable pairs, or even replacing current vAMM pools with CL if there is a large disparity in APR (e.g., > 50%).
