Increase the max boost for USDC/ERN to 7X on Velodrome

I am proposing to add the veEXTRA boost to the USDC/ERN pool on Velodrome for leverage up to 7X.

There is currently only one stablecoin pair on Optimism/Base offering leverage up to 7X. It would be ideal to provide additional offering to stable farmers, making Extrafi the go to protocol for multiple defi communities looking to boost their yields.
