Changes to premium account conditions.

I suggest changing the terms of the premium account. If the amount of veEXTRA staked falls below 10000veExtra, the position is forced to change its leverage to X3. This will reduce the pressure of sellers who came in 1 time for one position and are now selling Extra that staking gives them. Now they will have to constantly reinvest in staking in order to maintain the capabilities of the premium account.
