{GODPROP #7} Minimum Voting Window

If this proposal passes, then a proposal must have a minimum voting window of 9 hours. Proposals can be made with shorter windows, but they should not be labelled GODPROP, and they will not affect the DAO in an official capacity. To illustrate why this proposition is needed I am setting the voting time to 31 minutes.
