Community "Fund" Approval <4% Total

This would NOT be in addition to the Twitter lottery request, which would be considered a part of this request.

This request is seeking approval for up to 4% total supply to be used for anything related to building the FATExDAO member community, as well as be used to compensate any community members that are serving in roles (i.e. community/social media manager/admins. etc) - this allocation will come from the approved "Growth" pre-allocation.

Any major uses of these tokens that exceed 0.5% at one time will require notice to members and if it exceeds 0.75%, it will require a specific vote.

Please discuss all formal DAO proposals in the social media channels provided - primarily TG and Discord

The proposal is simply to approve the allocation, which is common practice, prior to mainnet of a token's fully supply.
