Approval: Twitter Promo Lottery Proposal

This proposal is seeking approval to allocate 0.5%-1.5% of the total FATE(m) supply to a lottery (or more than 1) to be used for a Twitter "shill" (for lack of a better word) campaign. The difference between this "Twitter" lottery and others is that we will:

1. Follow the same format as almost every other Twitter campaign: users will have to do several things: i.e. retweet, like, follow the FATExDAO profile, etc.
2. The winner will also need to participate in a snapshot vote specifically for this (so they will have to won FATE and use it)
3. Participants in this snapshot vote will be chosen randomly using an app that will trully choose the winner randomly - this will be recorded and evidenced in a manner to demonstrate that the proceedings have been done fairly.

The release of the tokens will be the same as the holders of FATE(H) and how they receive their FATE(M) - using a block rate unlock mechanism over the 52-week period of the first epoch.

We are not 100% sure we will be doing this and if we do, exactly when. We thought it best to obtain the approval so that we could have it ready as a marketing tool. If it is not used for a Twitter lottery it will be used for a similar promotion/marketing strategy.
