FATExFi: Updated Staked LP Withdrawal Fee (reduces them) Schedule

Please approve the following fee schedule. This was approved previously in the archived Harmony ONE snapshot.

It prevents (is punitive of) short term yield farming and rewards long(er)-term membership, preserving price stability, token supply etc.

Fees, steady rewards, locking are a huge part of maintaining value - in addition to creating demand.

This reduces the fees to more reasonable levels and reduces the # of fees/durations by about 1/2 of the original schedule.
