TIP 125 - exclude time-locked tokens from redemption

a non-binding snapshot “temperature check” on whether to exclude time-locked assets from fei/tribe redemption

this would apply to any time-locked assets that would otherwise have a claim in the redemption - the kind of tokens commonly known as "unvested", but could technically be time-locked instead

if the vote is successful then it would indicate a new redemption methodology is desired by the voters affecting any prior votes on TIP 121

therefore the team/dao should obviously stop efforts to execute a tally vote for the previous redemption methodology and refocus those efforts on this
