Implementation of Safesnap for FEI

As a relatively new investor in FEI, I am really surprised at the valuation of $Tribe. PCV for the protocol is $408 million, yet real circulating mc stands at $113 million. Even fully diluted, the mc is $250 million, still $150 million away from the real value of Fei's PCV and its intrinsic value. OHM, which doesn't have a cap on tokens in circulation, still trades at about a 35% premium to its total value in the reserve. At this same valuation, $Tribe would be worth $.6, or more than twice as much as it is valued currently.

This does not make sense and means, in my opinion, that currently, investors do not actually see $Tribe as a proper governance token. This could be due to misunderstanding, such as concerns about Algo stablecoins in general after the fall of Terra and of the market in general, but this issue should be affecting other major DAO tokens such as OHM yet it appears to be a unique issue with FEI when it comes to this bizarre crisis of confidence.

From what I have seen, there has never been a time where a feasible snapshot has not been implemented after passing with a majority of support from Tribe holders. To cement the fact that the $Tribe token is a governance token just like any other and should be valued as such, I think it would be beneficial to implement the Safesnap module by sanpshot/Gnosis which is already being implemented into major projects such as Yearn Finance, Balancer, mStable, PoolTogether, dHedge, Stakewise, EPNS and Gnosis's own Gnosis DAO.

This module would take a while and would likely either require forking of the Gnosis contract or transfer of PCV to a vault which is run under the Safesnap guidelines, where snapshot decisions can be binding without using on chain transactions.

This would create instant value for Tribe users, and I think movement towards a system where Safesnap's code is implemented or some other code making governance decisions binding is done would be incredibly beneficial to the community.
