[BAL Meta-governance] [BIP-4] Implement New Gauge Requirements

This meta-governance proposal is to allow eswak.eth (current BAL delegate) to vote on the following Balancer snapshot vote : https://snapshot.org/#/balancer.eth/proposal/0x491726fe09d82ebc2765f7e47f4ccee480087e8d1f3c5a13b3ef241f86c2ae49

If this Balancer vote passes, the Balancer DAO would implement new requirements for Gauge applicants.
