[AAVE-55] Enable FEI as Collateral on Aave V2

This is a metagovernance vote whereby TRIBE holders vote here and then the communities 100,000 INDEX holding participates in Index Coop's metagovernance vote through the DPI holding on AIP-55. (TRIBE>>INDEX>>DPI AAVE Holding>>AAVE vote)
