[HGP-31] Jan 2023 Priority Issues Poll
- A monthly poll that selects the top five (5) open issues and pull requests that the Foundation prioritizes
- If an issue or pull request is not resolved by the end of the month, it is automatically nominated in the following month's poll
- Prioritization means that the Foundation will focus on resolving these issues and pull requests chosen by the community, above any other non-bug issues, including Pull Request Proposals.
