FDIP-001: Initialize Protocol (Vote Here)

Summary The initial core contributors to FIAT DAO are proposing the initialization of the FIAT protocol. Additionally, they are proposing the deployment of the Guardian Multisig, a 6-of-11 multisignature wallet capable of adjusting a certain subset of parameters in the event of urgent concerns. The on-chain FIAT DAO architecture will still be the primary inheritor of all parameter-adjusting permissions, and retains the right to replace the Guardian Multisig.

Successful passage of this vote in the next 72 hours will result in the first iteration of the FIAT protocol going live with the following initialized parameters.

Motivation While the FIAT protocol has been under private development since October 2021, it will be a community-led project from launch onwards. Ensuring that the community is on board with the initialization ensures that a fresh set of eyes have reviewed the code in question and allows for constructive feedback to be received over the 72 hour period.
