FDIP-004: Approve COP-006, -007

Summary Yield Protocol is being proposed as the third supported issuer of collateral types for FIAT DAO.

Successful passage of this vote will result in the deployment of collateral vaults for the assets mentioned in COP-006 and COP-007 and for successive tenors thereof.
