Proposal: To add a 5% transaction fee for options buying* and options **exercising which will be collected in a community controlled pool.

Implementation details:

The setTransactionFee method will be called twice in order to turn on transaction fees for options buying and exercising transactions.

提案类型：产品运营 提案作者：FinNexus 团队 提案正文： 背景: FinNexus去中心化期权协议（FPO）上线一个多月，为鼓励期权用户的交易，本协议并未收取任何费用。但参考其他中心化或者去中心化的期权平台，收取一定比例的交易费、行权费属于行业管理，也有利率反哺平台的持币用户。 目的: 该议案的目的是向USDC期权池期权买方/持有人收取交易费用和结算费用。这些交易费用将存入储备金，并将来作为回报，重新分配予合格的FNX代币持有人。 具体内容: 1、向期权买方收取期权费的5%作为交易费。 2、期权行权时，向期权持有人收取结算金额的5%作为行权费。 3、这些费用将不进入期权抵押品池，而保留在储备金中供未来在分配。
