Should David be added to the Flash Council?

The Flash Council controls the FlashCommunity.eth multisig, and can escalate community proposals to be official Flash proposals by creating them on https://snapshot.org/#/flashcommunity.eth/  

David has been an admin in the Flash telegram channel and has opted in to being on this Flash Council if the community approves.
