Use Treasury funds to buy a SubwayRats NFT for a promotional give-away

@SubwayRats is a new pixel-art project on the Ethereum blockchain with a good amount of hype behind it right now. The project images don't reveal until 8/4 at 7pm EST, so I propose we use treasury funds to buy a SubwayRats before the reveal, and use it to give away on Twitter to everyone following @justmallards and @cc0zoo.
