Second whitelist for USDC redemption and whitelist approval

Suggest a second whitelist for redemption, to last 24 hours similar to the prior one.

Similar redemption format as previous, with the USDC option.

This vote is non-binding and accounts will get whitelisted for a redemption but are not obligated to take the redemption. However, if you ultimately choose to take place in a redemption through this whitelist, you acknowledge that satisfies any obligations either Fort or individual Fort team members or developers have towards you. You expressly waive any other rights, including rights to any other redemption or refunds.
