FORT-0007: Reduce Rebase Rate

This is a proposal to reduce the rebase rate of FORT to either 0.25% or 0.1% (currently it is ~0.50).

This will reduce the dilution of FORT (reduce the rate of increase in total supply), and help increase the value of FORT tokens.

As market conditions improve and buy pressure increases we can consider increasing the rebase rate.
