FIP008 Snapshot Date

FIP007 decided on the use of holders snapshot for eligibility to redeem.

Given that the possibility of the vote being botted on discord. An on-chain vote is decided for fairness.

The snapshots taken can be found on discord in #snapshot channel.

An additional option of 'Make new snapshot' is provided, and the date can be decided via discussion on #fip007 channel.
