Scavenger Hunt: Move 0.08 FRACTION (8%)

This proposal is the first preparation for the potential global Scavenger Hunt.

TL:DR; Move 0.08 FRACTION (8%) from the Treasury Account on GnosisChain to 8 separate accounts on GnosisChain (0.01 / 1% each), so they are reserved for a Scavenger Hunt.

Sidenote: The Scavenger Hunt is something the project envisions as the final stage of FRACTION distribution by the project. This heavily depends on the future traction of the project since the remaining FRACTION owned by the Treasury should provide the funds for preparing such a hunt. There's no ETA on when that will start.

If launched, the Scavenger Hunt should look like this:

1. 8 Titanium Plates will be hidden all over the world.
2. The plates will have laser engraved information.
3. The front side will feature general information about the project.
4. The back side will hold the seed phrase, private key, public key/address of one account holding 0.01 FRACTION (1%), along with some native coin (to pay for transactions) and some useful information like RPCs, Blockexplorers, etc.
5. Riddles will be available on a specific subpage of fraction.fyi or the FRACTION Dashboard (DApp), which point to the location of each plate.
6. Owners of one of the 25 FRACTION Logo NFTs will see an exclusive extra hint for one location.
7. The first one who finds a plate gains access to the assets.
8. Optional: Partnering projects might place additional assets in those wallets, given that the receiving addresses are public.
9. Before launch, a Superfluid Stream will be set up to transfer the placed 0.01 in each Scavenger-Hunt-Account back to the Treasury over 25 years (0,0025 FRACTION/year - to ensure a solution for lost plates and to set up one of the longest-running Superfluid streams).
10. The process to ensure no third party knows the information on the plates should be provided.
11. At launch, any records the project holds which could give access to those accounts (Seed Phrase, Private Key) will be publicly destroyed - ensuring the only way to regain access to the full FRACTION placed is waiting 25 years for the stream to end.

Important: Given the needed resources to produce the plates, creating the riddles (which should be created by consulting with experts in different fields) and physically placing them all over the world, the actual execution of this endeavor is not guaranteed at this point since this is extensively related to the value of FRACTION Token. If Treasury-owned FRACTION cannot cover the expenses, a separate Snapshot Proposal will be set up to define if the reserved 0.08 (8%) of the FRACTION Token should be moved back to the Treasury.

All 8 wallets (seed / private key / public key) have been created today (22/04/2023) using the Minerva Wallet. All infos have been stored in an encrypted VeraCrypt container to prevent external access.

Any owner of FRACTION - on any chain - is eligble for voting, with each holding account being able to cast 1 vote. The amount of owned FRACTION shouldn't be relevant in this decision.
