Proposal for FRANK vault multiplier. (BSC & FTM)

Our current multiplier for FRANK vault is 50x, this means that the rewards issued in FRANK on this pool could be happening too fast. We would like to propose the following choices to either keep or reduce the FRANK vault multiplier to reduce emissions per FRANK. The benefit of reducing the multiplier is for our token FRANK to not be sold too fast, keeping a more stable market cap and circulating supply.
