Treasury Request: Bancor Pool

Background: The next step in this process is to create the RGT-BNT pool. I am proposing that this pool creation is created and maintained by the DAO.

Abstract: The pool requirements at inception requires at least 1,000 BNT and the equivalent $ amount in RGT. I propose that we swap USDC to purchase the appropriate amount of BNT. Motivation: Bancor is a very well known liquidity providing protocol and the whitelisting of Rari Capital allows this pool to be created for our users to interact with.
