Whitelist Gelato Team as Pool Creator

Summary: Approve the Gelato team to be able to create a Fuse pool for borrowing against G-UNI positions. Gelato will actively promote the pool as the preeminent borrowing option for G-UNI LPs.

This proposal will increase utility of G-UNI, drive TVL to Rari Fuse, and generate more fees for the Rari DAO.

Background: The Gelato Network is a general automation framework powering a decentralized network of bots that executes smart contract functions on behalf of protocols and users. One of Gelato's flagship products, G-UNI, allows for users to provide liquidity to Uniswap v3 in a manner where positions are fungible and easy to manage.

Proposal: We propose the Gelato Network to be whitelisted as pool creators in order to create a new Fuse pool with G-UNI LP tokens as collateral assets. The pool will be upgradable and initial collateral assets will include G-UNI DAI/USDC, G-UNI USDC/USDT, G-UNI DAI/USDT, USDC, USDT, DAI.
