Whitelist ShapeShift DAO as pool creator

Summary

This proposal is specifically to whitelist ShapeShift DAO's Treasury (Gnosis Safe) as a pool creator, verifying the existing Fox and Frens Fuse pool and giving ShapeShift DAO the ability to create new verified pools.

Background

Admin control for the Fox and Frens pool has been transferred to the ShapeShift DAO's treasury, and the pool currently has $x of deposits as well as some active loans. Whitelisting ShapeShift DAO as a pool creator will enable this pool to be Verified.

Motivation

Fox and Frens is the first lending pool which supports FOX collateral. Once the pool is verified, ShapeShift DAO will spread awareness about the first lending platform that supports FOX collateral. The ShapeShift DAO may also leverage this pool to take loans out against FOX. This paves the way for a possible future Rari integration with ShapeShift's new open-source web app (https://github.com/shapeshift)
