What should the NON-PoE deposit fee percentage be?

In preparation for the vault go-live we are looking to confirm the % for the non-PoE deposits to the vault on launch.
The fee will be applied to anyone without a PoE token resulting in a percentage of GDAO deducted from the deposit and sent to the vault which will push up the value of xGDAO for existing vault holders. (Note: PoE is still free to mint on Rinkeby - although the PoE token will soon be a paid service.)
The entry fee for non-PoE-authenticated users of the Governance Vault should be what percentage at launch?
