Summary

Future V3.1 migration requires all tokens that are quoted in pools and enabled as collaterals in credit managers to be quoted in respective configurators. This GIP proposes to quote all the tokens that should be quoted but are not quoted yet. This operation doesn't affect existing functionality and is needed for compatibility.
