[GIP-6] Pool Max and Max Per Borrow Parameter Increases

The current Pool Max, Min Collateral, and Max Per Borrow parameters are as follows:

A vote "FOR" authorizes the multisig to change the current parameters to the proposed parameters. A vote "AGAINST" doesn't authorize the new parameters and signals desire for an alternative approach.
