[GIP-80] Guard Setup Improvement

Summary

This proposal aims to update the set of signers for the financial guard and the veto role.

The context on V3 governance can be found in the previous vote GIP-79, see here.

The suggested changes are:

Add Vadym from Kolibrio to the financial guard and keep it at 5/10. Accordingly update the newly created Fee Guard and keep it at 5/10 as well. His address is 0x585d9e95871C82eEC89c906C9eb1f562078aE969. Increase the veto role (the same guard as the unpause role) from 3/12 to 4/12.
