[GIP-111] Onboarding Kelp DAO rsETH to ETH pool

This proposal offers to onboard rsETH to ETH pool on Mainnet.

About rsETH

Kelp DAO was launched by Stader Labs’s team and now has $700M+ in TVL. KelpDAO is focused on building Liquid Restaking Solutions for public blockchain networks.

rsETH is a Liquid Restaked Token (LRT) issued by Kelp DAO designed to offer liquidity to illiquid assets deposited into restaking platforms, such as EigenLayer.
