[GIP-196] Chainsecurity audit

Summary This proposal aims to request a budget from the DAO in size of 146,520 CHF, in order to pay for the Chainsecurity audit for gearbox v3.1. The audit have been scheduled at early January.

Scope

https://github.com/Gearbox-protocol/governance/ and other changes required for v3.1.

Terms & Proposal

Chainsecurity will allocate 3 business weeks from January 8, 2024 to February 7 to review smart contracts for the Project. After reviewing the codebase, Chainsecurity will provide a report or communicate the findings and recommendations as usual. To be found in Audits & Bug Bounty - Gearbox Protocol. Audit cost is 146,520 CHF (CHF:USDC = 1.11). Payment can be done in crypto USDC/USDT with small premium to cover exchange fees (up to 1.5%), so the budget for Chainsecurity Audit is ~165k USDC. Exact USD amount is to be calculated and presented by Chainsecurity (in this forum topic) on the day of transfer. For exchange rate, they will quote the final price to be sent. It is suggested to add +10% as an extra budget in case the fixes require major changes and additional auditor time so overall approved budget is 182k USDC.
