Introduce a public mint mechanism to GEN.ART drops, enabling non-members to mint.

Proposal

The core feature being proposed is the introduction of public minting to all past and future GEN.ART drops. Non-members will be able to borrow a membership from the membership vault, to be set up by GEN.ART DAO, and mint the drop at the public mint price.

For past drops, public minting will be enabled immediately upon implementation.

For future drops, public minting will be enabled only after a period of member-only minting.

The following parameters can be modified/enabled by future votes:

1. Public mint price of each collection
2. Length of member-only mint period
3. Ability of members to add/remove memberships to/from the membership vault to support non-member minting
4. Sharing of revenue generated from public mints
