Clarifying voting to be done in Discord

This vote is to clarify if you agree that additional voting as it relates to the main votes can be done in discord. This is to save time (quicker to vote in discord) as it only relates to the execution/clarification of main vote. So it will involve things like:

-Number of winning NFT to purchase -If we should purchase project that were runner ups in the top 5

If you vote YES, it means you agree that clarification decision votes can be conducted in discord with a thumbs up vote. If you vote NO, it means you want all clarifying decision to be brought to vote on snapshot.
